Here in Cleveland, a bowl of naengmyeon is about $13.99 at Korea House and $14.95 at Ha-Ahn (if I'm remembering right, Ha-Ahn's is served with sliced beef while Korea House's isn't), regardless, I'd recommend enjoying alongside an order of haemul pajeon (a savory pancake made with with vegetables and seafood).”
