A medium hot take - I'm pro tv. I love tv. There are so many cool movies and shows for kids. Here's the deal:
kids don't have iPads or video games at home, tv only
No YouTube, at all (cannot put in the effort to monitor)
Tv is off when friends are over
I have full discretion if a show is a "no"
Other than that, we don't have a lot of rules. I think the kids find other things to do more because they aren't that obsessed with it? YMMV, but being like "you have 30 min per day, set the timer!" is not how I want to live.

I'm so on your wavelength. Plus, tv is like storytelling. And learning about storytelling is important in this world.
I was allowed to watch a lot of TV as a kid but my Mum also encouraged me to do the crafts or experiments they did on the shows, or to watch shows that had some educational value. But we also watched sitcoms, haha! I second @Emmmily's comment re: Storytelling.

We just have a projector with a DVD player. During the week there isn't a lot of time but on Saturday and Sunday morning (when we used to watch cartoons), they are free to go buck wild on DVDs, which are regularly refreshed with borrows from the library.
YES we love to check out DVDs from the library! So many killer movies aren't streaming - like Hook! Marcel the Shell with Shoes on! I also like this for delayed gratification / excitement building
