Classic Shirtwaist Dress in Navy Poplin: A little over your budget but this is the dress that's appropriate for EVERYTHING and looks wildly different with different tweaks--i.e. different shoes, a scarf instead of the belt, jewelry change. The best thing in my closet, comes in a variety of colors/prints.
