I am something of a freak when it comes to food waste and organization. These are things that work FOR ME, they may not work for everyone.
Dedicated containers
For me, having dedicated containers for ingredients has more or less eliminated the pantry problem you describe. Things like rice, sugar, flour I just pick a bin that can hold the whole package of the thing and put the old stuff on top when I get a new package. I do a lot of baking at home so I have a bin of open miscellaneous flour, and one for different opened sugars - basically operating under the assumption that there is always an open bag to work through first.
Lists
-fresh list of foods that need to be used (veg, meat, open can of coconut milk, etc)
-freezer inventory list broken down by prepared meals, whole proteins, and cooking components
-grocery list broken down by stores that I frequent.

+1! I use woven baskets because on the pantry shelves I don’t like how cluttered my pantry looks otherwise so I like that it hides (which is a reflection on my own inability to keep things otherwise organized and my intolerance for visual chaos) 🤣 although clear containers are more effective at telling you what’s inside! I just memorize the containers by types. E.g. one is all baking ingredients, another is all noodles, another is sweets, etc. whichever route you go, choose a price point that works because you’ll likely want like 10. Even if you don’t use all 10 now, you will one day, and might want to have them match! (Again, if you’re like me)

“These revolutionized our pantry storage. They are square (less wasted space), stackable, and seal tight. The tall units fit a bag of your specialty ingredient and the smaller are great for keeping nuts/special salts/that wee bit of something you can’t toss organized so it’s actually used. We purchase at our local kitchen supply store- but can be found online here.”
