Wool!: Keeps the cold damp out of your bones. Lifelong PNW. Made the full switch within the last 5 years and I am rarely cold. Also knowing someone with a sauna.

waterproof long trench: i like a trench coat for when it's chilly but not super cold yet. can be belted to give a more defined silhouette. make sure to get one that is at least water resistant. (i dont have this particular trench but i like the color)

la canadienne boots: high quality and waterproof boots that are actually waterproof. on the pricey side (~$500 usd) but long lasting, so worth it imo.
