Penelope Chilvers makes incredible boots (I'm ordering this pair thanks to a @babuji rec here!) and the quality and craftsmanship is THERE. Notably, these boots have a Goodyear welted sole, which means it's actually a shoe you can resole year after year after year without damaging the boot. (And it will also take literal years for you to get to the point where you have to resole it). There are a ton of colorways for this style and some of them are on sale right now and closer to your budget!

Patricia Blanchet boots: I walked over a mile in the rain in Paris to visit her flagship store because her boots are so chic! I bought a pair that’s since been discontinued but they always have some fun ones. I also see them on The RealReal from time to time.

Vagabond Kenova Black Leather Boots (Woman): I highly recommend anything from Vagabond. I have a few pairs of their boots but the Kenovas have been a standout for me. They can be dressed up or dressed down depending on the look you’re going for. I live in the Midwest where we get a decent amount of snow that sticks around and I never worry about traipsing around all day in these. This will be my 6th winter with them and they’re still in excellent condition. Their more formal boots have also been great.
