Q Lazzarus is the stage name of Diane Luckey. This song originally appeared on The Silence of the Lambs soundtrack in 1991(Buffalo Bill dresses and then dances to it). The legend is that Jonathan Demme discovered Diane while riding as a passenger in her taxi.
